If Rosa hadn't come back, do you think the children would have survived?

I think that the children would not have survived because their mother was dead, their father was taken away to prison, and Alonso, the oldest child, went away to join the Shining Path. Also, there was an armed strike going on and everything was closed down including the grocery stores and schools. It would have been extremely difficult to find food and help. Luckily, Rosa came and cared for the children until Alonso returned.

I am not sure that the children would have survived if Rosa hadn't come back because Tomas was in prison and their mother was dead. Alonso was also in the mountains with the Shining Path so without Rosa I don't think the children would have been able to get food and stay away from Pishtaco. They also probably didn't know about the city being shut down and they could have been killed for going outside.

No, I don't believe the children would have survived because when Rosa found them they refused to move even for her so they wouldn't have moved for anyone else. The neighborhood they lived in also wasn't very pleasant so a person with compromised morals could have found them and I seriously doubt they would have helped them. Rosa came at a very good time.
